Lilly was sitting in the back seat of her father’s truck with her seven-year-old brother Isaac as their father, Alan, was driving them home from school.

Alan says another motorist then blocked him from changing lanes. Suddenly, gunfire erupted and Lilly was hit in the head.

Police tried to comfort Alan as he sat devastated on the side of the road.

“I have so much guilt that this happened to my daughter,” Alan told INSIDE EDITION. “I am supposed to lay my life down for my daughter, not the other way around.”

Acting on an anonymous tip, cops arrested 32-year-old Tony Torrez. According to the police, he has confessed to shooting Lily.

At his arraignment in Albuquerque, New Mexico Judge Chris Schultz could barely contain his outrage: "This is possibly one of the most wanton and atrocious acts in the history of this city.”

Veronica, Lilly’s mother, told INSIDE EDITION: “This f***** ass**** took my baby girl. You know what? I am going to make sure he sees her face every single day. I am going to make sure that he suffers. I am going to make sure he is put away for the rest of his life.”

Charges against Torrez include murder, assault and child abuse. He made his court appearance from jail via video link as a Judge Schultz reviewed the terms of his $650,000 cash-only bond.
