Shana Gardner told INSIDE EDITION she was shocked when she saw Candice Spivey’s video where she chased Jeffery Polizzi out of the Jacksonville, Florida area store last week.

“I watched it and just thought, 'That is exactly what he said to me. The same questions he asked me.' It was the same voice, the same face,” Gardner said. “He started out very innocent, very charming and then it quickly got creepy."

Spivey had been shopping for a bikini when the man started asking inappropriate questions about women's underwear.

Spivey said she recognized the man from another run-in that occurred two years ago inside a Florida supermarket. She filmed her latest encounter.

In Gardner’s case, she says he asked for help buying a dress for his wife.

“He said he bought a dress for his wife. He asked if it was too sheer, should something go underneath it? When I tried to help him with that, he brought up 'should she wear it with no underwear?'" she recalled. "Then he asked, 'Would you wear it with no underwear?'"

Cops identified the man as Polizzi, who was busted in 2009 for shooting hidden camera video of women as they tried on bathing suits at a surf shop.

“Honestly, I feel kind of bad for the guy. I think he has got some real problems,” Gardner said.

Even thought it may have been creepy, police say nothing Polizzi did before being chased out of the Target store was illegal.
