He is being held without bail at Berks County Jail pending an extradition hearing to Mercer County, according to authorities and online booking records. He also faces one count of interfering in child custody.

The body of Amanda Downs, 28, was found Saturday at about noon in her bed. She suffered a traumatic head injury, Mercer County District Attorney Miles Karson Jr., told the Meadville Tribune reported Monday.

An Amber Alert was issued at about 3 p.m. and listed Velazquez-Rupert and his Black Ford Explorer, authorities said.

An alert citizen spotted the vehicle some 300 miles away in Reading and phoned 911, The Associated Press reported.

A family friend told WKBN-TV that Velazquez-Rupert was a former boyfriend of Downs and she had been trying to “co-parent” the baby with him.
