Matthew Stoffer of the Ohio State Highway Patrol pulled over the family's car because it was driving at a high rate of speed with hazard lights flashing, cops said.
When the trooper approached the car, the girl's dad yelled that his daughter was unresponsive and he and his wife were trying to get to a hospital.
The camera in his patrol car captured Stoffer performing CPR on the motionless girl, who then started breathing on her own. An ambulance pulled up to transport her to a local hospital.
Ohio State Highway Patrol shared the dashcam video from the incident to Facebook.
