Mom of Kids Found Chained Outside Woman's Home is Located Thousands of Miles Away

Both toddlers were found to be dehydrated and were covered in bruises and scratches.

The mother of two children found chained and tied up outside a Texas home last week has been found in California, officials said.

Officers responding to a 911 call of a toddler crying in a backyard found a 2-year-old boy chained to the ground and a 3-year-old girl tied to a door with a dog leash about 11:45 p.m. Thursday, authorities said.

Both children were found to be dehydrated and were covered in bruises and scratches. The little girl also had a fractured arm and injuries to her foot, cops said.

They were taken to a local hospital and were placed in the custody of Child Protective Services.

Porucha Phillips, 34, was arrested when she returned home early Friday and was charged with two counts of injury to a child. She remains in jail on $150,000 bail.

Though Phillips is not the mother of the children found outside, investigators found her own six kids, ranging in ages from 10 months to 13 years old, inside the home with no adult supervision, police said.

All of the children found inside the home appeared to be unharmed.

Phillips is reportedly pregnant with her seventh child.

The unidentified mother of the little girl and boy discovered outside was found more than 1,000 miles away in California over the weekend.

She is cooperating with the investigation, authorities told the San Antonio Express.

“The biggest question now is what she is doing in California and why are her kids here,” said James Keith, chief communications officer for the Bexar County Sheriff’s Office.

The unnamed father of Phillips' children was determined to be working when the kids were found alone, officials said. He is said to be cooperating with investigators.
