Miller, who was in his first year with the department, was cited for "failing to communicate with his fellow officers" and "creating an environment of cascading circumstances," Police Chief Will Johnson said on Monday.

The officer now faces a criminal investigation by the Tarrant County District Attorney.

Police have said that the teenager, who also smashed the window of a car parked in the dealership lot, was shot after he did not comply with orders to surrender.

Miller fired his weapon four times and Taylor, who played for Angelo State University, died at the scene. The teenager's death was ruled as a homicide.

The officer was in his first year and had still been working with a training officer. He had never previously fired his weapon in the line of duty, police said.

The 49-year-old joined the department last September and had no previous police experience.

Taylor, who was black, was shot by a white police officer just two days before the one-year anniversary of Michael Brown’s death in Ferguson, Missouri.
