INSIDE EDITION spoke to 23-year-old Michelle Wycoff and her new fiancé Vidal Valladares Navas about the incident.

“I didn't know what to think,” she said. “I wasn't thinking about the traffic, I wasn't thinking about anything, I was just shocked.”

Vidal said he chose the spot because of the amazing skyline view.

He had friends in other cars blocking traffic while he popped the question, which apparently aggravated other drivers as the proposal backed up traffic.

One online comment called the proposal "outrageously selfish and negligent."

Another said: "If I was blocked by this I would have called the cops."

Houston police told INSIDE EDITION: “While we are happy for the couple, it is not something we would ever encourage. It is very dangerous. People can and have lost their lives stopping in traffic."

For those that were inconvenienced by Vidal’s actions, he said: “I just wanted to apologize to all of them; I didn't want to cause any trouble.”

Vidal said he planned his highway proposal for a Sunday afternoon, when traffic was lighter.

Michelle said she doesn't mind the unkind comments the stunt has triggered because she is thankful for the creative proposal.
