Body Parts Wash Ashore at Rio Beach Weeks Ahead of Olympic Games

Mutilated body parts have washed up on a Brazilian shore only weeks before the country is set to host this year’s Olympic Games, authorities said.
A dismembered foot and another unidentified body part believed to belong to a woman or young adult were discovered by a beachgoer just feet from the Olympic Beach Volleyball Arena on Rio’s Copacabana beach, police told CNN.
Circumstances surrounding the victim’s death are unknown, police said.
The gruesome discovery came just two days after the acting governor of the state of Rio de Janeiro said that this year’s Olympics could be a “big failure,” as the state is out of money.
"I am optimistic about the games, but I have to show the reality. We can make a great Olympics, but if some steps are not taken, it can be a big failure," Dornelles told the Brazilian newspaper O Globo.
The state has not yet received recently-approved federal funds that will improve security and transportation for the games, set to begin August 5. Without the emergency funds, the police force could only cover its costs to the end of the week, Dornelles said.
The host country has faced a myriad of challenges that have shaken confidence in its ability to pull off a successful competition, including a doping scandal that led to the suspension of Brazil’s only testing lab and the outbreak of the Zika virus.
Residents have taken to protesting and vandalism to express their frustration with the city’s issues, warning visitors of the potentially deadly conditions.
“Welcome to hell. Police and firefighters don’t get paid, whoever comes to Rio de Janeiro will not be safe,” a banner that greeted people coming from the local airport read.
A message scrawled across an overpass warned: “Welcome, we don’t have hospitals!”
