It happened August 24 on the picturesque Wynoochee River in Montesano, located about 70 miles outside Seattle.
The boy dropped 27 feet into a river — where the water is eight feet deep and littered with boulders — as his mother looked on.
Witness Brianna Jones called the cops. She told Inside Edition: “I got mad because she [the mother] made it seem like it was all fun. As soon as she found out the cops were called she packed up her stuff.”
The man who committed the unthinkable act had met the boy's mother for the first time that day.
In the video, the mother can be seen wading in the water and, according to witnesses, she actually encouraged him to throw the child over the bridge.
A friend of the mother, who asked not to be identified, spoke to Inside Edition and she says the video doesn't tell the whole story.
“This child is a daredevil and he asked his mom, he said: 'Mommy, I want to jump. I want to jump off the bridge,' and she at first was like: ‘I don't think it's a good idea. I don't know if it's safe,’” the friend said.
She says the stranger took the boy to the bridge without the mom's permission.
The friend said: "One minute he's in his hands and the next minute the man throws the child off the bridge. The mother screamed in fear because she was so scared her heart dropped."

According to the friend: "He looked at his mom and said: 'I don't want to do that again.'"
The video is causing outrage and anger and social media is erupting.
"The charge should be attempted murder," one person said on Twitter.
Another person wrote: "I hope they throw the book at them."
"Lock the pair of them up," wrote another.
Police say they are considering charging both the man and the mother with reckless endangerment. CPS has also been notified.
