INSIDE EDITION gets reaction from Dr. Phil on the surveillance video capturing a man who was stabbed and left to die on the sidewalk in New York as many people walked by without helping.
It's the surveillance video stirring national outrage. A fallen hero who tried to help a woman being mugged is bleeding to death as more than 20 people pass him by.
One man actually stops, not to help but to take his picture with a cell phone. Another guy lifts and shakes him , then just walks away.
By the time someone finally calls 911, it's too late.
It happened on a sidewalk in Queens, New York, where the fallen hero bled to death. He was there for over an hour, and not one person came to help him. The chilling surveillance video now raises the disturbing question—how could anyone just go about their business like nothing happened?
INSIDE EDITION asked Dr. Phil McGraw why he believes all these people didn't lift a finger to help.
"All the people that are outraged, I guarantee you it would run through their mind, is this a drunk or a drug addict? And I don't want to get stuck, or cut or hurt," said Dr. Phil.
It all started when a woman was assaulted on the street. That's when the fallen hero, a 31-year-old immigrant from Guatemala who police say was homeless, intervened. He was stabbed out of camera range, and as the suspect walked away, The hero chased after him before collapsing.
As night turned into day, a parade of people walked right by, including a guy on a bike. Two men who stood and chatted. And the man who checked out the body before moving on.
Dr. Phil said, "People look at the risk reward ratio and say, 'It's just not good. I'm going to keep walking here. Somebody else will deal with it."
This isn't the first time bystanders have been caught on tape doing nothing to help somebody in distress.
An elderly man was tossed into the air by a hit-and-run driver in Hartford, Connecticut, in 2008. Cars drove right past the 78-year-old victim in the street, and no pedestrians even tried to come to his aid.
And who can forget the 15-year-old girl who was brutally beaten on a Seattle bus platform earlier this year as security guards just stood by and watched.
Now add what happened to this fallen hero to the list of shame.
Dr. Phil said, "What's it going to take for us to slow down and turn somebody over and say 'what's going on?' "
