Stranded Drivers Use Tow Line to Escape Raging Flood Waters

More than 42 million Americans are under a flood watch thanks to the torrential rain that inundated much of the Northeast. Low lying areas were hit hard by the slow-moving summer storm. The flash floods washed away many roads leaving some motorists trapped. In New York, first responders had to resort to a "human chain" to save people from the storm. One by one, stranded drivers used a tow line to pull themselves out of raging flood waters.
