The unidentified man found human remains in an area near homeless camps and brought it to the store on October 6, according to the Indian River County Sheriff's Office.
Sheriff’s Office spokesperson Thomas Raulen told WPBF: “He had put the skull on top of a trash can over there because he wanted to tell somebody to call the sheriff's office.”
The man said the rest of the remains were in a wooded area across the street, authorities said.
Shoppers called 911 to report what was happening as they were doing their shopping.
Witness Nick Pecoraro told the local stationn: "He was using it as a puppet. It smelled like death."

Authorities located the remains, which were "scattered in a manner consistent with animal disruption," the Sheriff's Office said in a Facebook post.
Investigators spoke with members of the transient population in the area, who were cooperative, but authorities were unable to confirm the victim's name, they said. Raulen said it was too early to determine the cause of death.
