He won $1,000 on the first ticket he bought and decided to go back for more.
Fast Mart Manager Lakhvir Singh told KCRA: "We had three last tickets left on that row and he said, 'give me those three too.'"
When Meadows scratched off one of the tickets, he was stunned to discover he had won the $10 million prize.
"I could not believe it," Meadows said. "I had to ask the clerk at the store, and he said, 'You better check it again at the machine.'"
He has previously won $1,000 on two lottery tickets. He doesn't yet know what he'll do with his winnings, he said.
The owner of the Fast Mart where the ticket was bought will also receive a bonus of $50,000, which he said he will use to remodel the store.
