The baby was revived using the opiate-reversing drug Narcan. Police said the syringe contained either heroin or a mix of heroin and other drugs.
Police arrested the man, 35-year-old Steven Welsh, and have charged him with aggravated assault, endangering the welfare of a child, simple assault and reckless endangerment, according to Philly.com.
Authorities did not specify whether Welsh was related to the girl, but neighbors identified him to reporters as the girl's father.
The case remains under investigation by the Special Victims Unit.
