Bieber, guest hosting on Saturday Night Live, did a skit pretending to be president of the Miley Cyrus fan club, and made what some are calling a tongue-in-cheek apology.
As the character, Bieber said, "I also heard he got busted for smoking weed and he's really sorry about it and people make mistakes and he's never gonna do it again."
