California Resident Catches Neighbor Tossing Items Out of His Apartment Window

A California resident recorded their neighbor hurling huge items out of his apartment window for no apparent reason. The unruly neighbor apparently targeted multiple apartments. Shannon Arnold says the man launched a candle that broke through her kids' window. It left shattered glass all over their beds. Her kids are now staying at their grandma's house for their own safety.
