Man Rescued From Flooded San Diego River During Storm

This man was grateful to be rescued from flooding in California. Arthur Bowen tells KFMB in San Diego that he has been living along the river for about a year and has never seen anything like this. A weather system moved through the area dumping massive amounts of rain. Bowen says he was trapped by the rising water for about 20 minutes before rescuers found him.
