The White House is reportedly considering several proposals to boost the nation's declining birth rate, including a $5,000 bonus, scholarship opportunities and awarding a "National Medal of Motherhood" to women with six kids or more. Many women are speaking out, saying this is not a good idea. On "The View" Whoopi Goldberg said she was "insulted" by the idea."
