Candice Spivey said she was at a Target outside Jacksonville, Florida, shopping for bikinis last week when the stranger started asking her questions about women's underwear.
Speaking to IE, she said: "When he asks you about the underwear, you know something is completely wrong."
She said she recognized the man from another run-in a couple of years ago and began recording him.
In the video, she asked, "Do you remember running into me in the grocery store?” before lifting up the camera to capture the shocked look on his face.
The man, who police have identified as Jeffery Polizzi, ran out of the store. But Spivey gave chase, yelling at him as he crossed the parking lot and out of view.
Spivey posted the chase video on Facebook and what followed was a social media firestorm.
“Since I have posted the video, hundreds of women have come forward," she said.
Many other women say they have encountered the man before.
"This was the same guy who came up to me at CVS," wrote one woman.
"He did this to me as well." remarked another.

Polizzi was busted in 2009 for shooting hidden camera video of women as they tried on bathing suits at a surf shop.
Now cops are making an all-out appeal: “We're asking people that see the video, see the individual, if he has approached them to give us a call if there's been anything inappropriate.”
Polizzi was arrested and charged with reckless driving when police caught up with him. Cops say nothing that happened in the store was illegal.
