Rowdy came to Walker through Wisconsin non-profit organization Little Charlotte’s Rescue. Organizations like Little Charlotte’s Rescue, that waives fees for combat veterans, can be crucial to a veteran’s mental health. The Department of Veterans Affairs says it “does not provide service dogs for physical or mental health conditions, including PTSD.”
