A lucky winner in California just won the second-largest Powerball in history. The winning ticket was sold at a liquor store in Frazier Park, California, near the Lake of the Woods Mobile Village. It's a close-knit community where everyone knows everyone. The store owner's son says they only sold 200 tickets and they are excitedly reviewing their surveillance footage. As Inside Edition's Jim Moret reports, everyone's wondering who's just become a billionaire.
